Keyword difficulty is a third-party estimate, not a number Google publishes. Every keyword difficulty index you have seen — in Ahrefs, Semrush, Moz, Mangools, Ubersuggest, or any free SEO difficulty checker — is a vendor's own model, usually scored 0 to 100, and usually built mostly from how many links point to the pages currently ranking. That is why the same keyword can score 24 in one tool and 41 in another, and why neither score tells you whether you can win.
Understanding what the number actually measures makes it far more useful. What keyword difficulty scores actually measure
Nearly every keyword difficulty index starts from the same idea: look at the pages ranking on page one, measure how much link authority they have, and compress that into a single number. The inputs differ by vendor, but the family resemblance is strong.
Common ingredients include:
- The number of unique referring domains pointing to the top-ranking pages.
- A domain-level or page-level authority metric from the vendor's own index.
- Sometimes the strength of the ranking domains overall, not just the specific pages.
- Sometimes an estimate of click-through likelihood, or an adjustment for search features occupying the results page.
The number is then normalised onto a 0 to 100 scale, often with a label attached — easy, medium, hard, very hard. Those labels are marketing conveniences. Two tools using the same scale do not mean the same thing by 40.
Why every tool gives a different keyword difficulty
Three structural reasons explain the disagreement:
Different backlink indexes
Every vendor crawls the web independently and stores a different subset of it. A page with links the vendor has not discovered looks weaker than it is. Because difficulty is derived from link data, index coverage differences propagate directly into score differences.
Different formulas and different scales
Some tools weight referring domains linearly, others logarithmically. Some consider only the top ten results, others the top twenty. Some adjust for search intent or SERP features, others do not. Two reasonable models, fed identical data, will still disagree.
Different definitions of the question
Some scores answer "how hard to reach page one," others "how hard to reach the top three," others "how hard for an average site." Unless you know which question a vendor is answering, comparing scores across tools is meaningless.
The practical consequence: never mix difficulty scores from different tools in the same spreadsheet, and never treat a difference of a few points as meaningful even within one tool.
What difficulty scores cannot see
This is the important part, and it is where most keyword strategies go wrong.
A link-based difficulty index has no way to evaluate:
- Whether the ranking pages actually answer the query. A page can attract links for one reason and rank badly for a specific question.
- How stale the content is. A well-linked page last updated years ago is far more beatable than the score suggests.
- Whether the intent is being served. If the results are all product pages and the searcher wants an explanation, the first good explainer has an opening.
- Whether the results are commercial pages at all. Forum threads and Q&A sites on page one are a strong opportunity signal that a link-based score may score as difficult, because those platforms carry heavy domain authority.
- How much organic click share is left. A results page dominated by ads, shopping units, a knowledge panel, and an AI summary can leave little traffic even at position one.
- Your own site's relevance. A specialist site with deep topical coverage can outrank a general site with far more links, and no difficulty score models this.
So a difficulty score is a decent proxy for "how much link authority is present," and a poor proxy for "can I win this." Those are different questions.
How to read difficulty from the SERP yourself
Manual assessment takes two minutes per keyword and beats any score. Open the query in an incognito window and work through six checks.
Who occupies the top ten
If the page is dominated by category leaders and household-name brands with purpose-built pages, treat the keyword as hard regardless of what a score says. If it contains forums, aggregators, thin listicles, or pages that only partly address the query, treat it as approachable.
How weak is position eight to ten
The bottom of page one sets your entry price. You do not need to beat the best result to start ranking; you need to be better than the weakest one. Judge the floor, not the ceiling.
Does the content answer the query directly
Read the top three results properly. If they circle the topic without answering the specific question, a page that answers it in the first sentence has an immediate advantage — and a much better chance of being quoted in AI answers and featured snippets.
Is the intent consistent
If the results are a mixture of unrelated page types, Google is uncertain about intent. Mixed results usually mean an easier entry, because no single format has proven dominant.
How old is the content
Check publication and update dates. Several results untouched for years is a topic nobody is defending.
How much room is left on the page
Count what sits above the first organic result. If the answer is fully given in a search feature, the keyword may be technically easy and commercially pointless.
Score each keyword informally — easy, worth trying, avoid — and write down the reason. The reason is what tells the writer how to beat the current results. Using an SEO difficulty checker sensibly
Difficulty scores earn their place as a filter at scale. When you have three thousand candidate keywords, no one is reading three thousand results pages. Sort by difficulty, cut the obviously impossible top end, and shortlist a few dozen. Then judge the shortlist manually.
Three habits keep the numbers honest:
- Use one tool consistently. Comparability within a dataset matters more than which vendor you chose.
- Calibrate against your own results. After six months, compare the difficulty scores of keywords you ranked for against those you did not. You will find your own personal threshold, and it will not match the vendor's labels.
- Treat difficulty as one column among several. Intent, commercial value, and cluster fit all matter more than a score.
Free difficulty checkers, including the ones bundled into freemium tools, work on the same principles with smaller indexes. They are fine for rough sorting. They are not more accurate because they are free, and not less accurate because they are free either — the limiting factor is index size and model design, not price.
Do low search volume keywords affect quality score?
This question comes up constantly because two different systems are being confused, so it is worth separating clearly.
Quality Score is a Google Ads concept. It rates the expected click-through rate, ad relevance, and landing page experience of your ads on a scale of 1 to 10, and it affects your ad costs and ad rank. It is a paid search metric.
Low search volume in Google Ads is a separate status applied to keywords with very little search history. Keywords marked that way are temporarily inactive — they will not trigger ads until search activity picks up. Because they are not serving, they generally do not accumulate the performance data that Quality Score depends on, so those keywords typically show no meaningful score rather than a damaged one. The status is usually reviewed automatically as search activity changes.
On the organic side, none of this applies. There is no organic quality score, and targeting low-volume keywords does not penalise your site. Low-volume organic queries are frequently the most valuable ones you can rank for, because they are specific and their searchers are further along in a decision.
The one genuine organic caution is different: publishing many thin pages for near-identical low-volume phrases creates duplicate, competing pages. That harms performance because of the thin duplication, not because of the volume.
Difficulty is relative to your site, not absolute
Two sites looking at the same keyword face different difficulties. A site with ten years of topical coverage, a mature internal link structure, and existing rankings across the subject can target terms that a three-month-old site cannot touch. Nothing in a difficulty index knows which of those you are.
Build your own calibration: list the ten keywords you have most recently started ranking for, note their difficulty scores, and take the upper end as your current ceiling. Target mostly below it, with a few stretch targets above. Re-check every quarter — as your topical depth grows, the ceiling moves.
